IMPLEMENTASI KEBIJAKAN PROGRAM KELUARGA BERENCANA DI KABUPATEN TAPANULI SELATAN STUDI KASUS KESERTAAN KB PRIA DI KECAMATAN BATANGTORU

Abstract

Focus and location this research in implemention of Family Planning Policy in Kabupaten
Tapanuli Selatan Ragency, case study of inrease of Family Planning Men’s participacipation in
Batangtoru Sub district, the purpose of research is for analyze policy implementation alsa to knowing
and to analyze influencing policy implememntation factors. With Phenomenology’s methods, use
qualitative methods analyzer conclude that policy implementation not yet it to. The indication is
showing by still lower men’s participation attainment of New family Planning, it influencing by some
factors , including, the capability to communication (conseling) offficer of Family Planning is still
lower, resource quality is still lower, it induce to lower disposition of implementation officer, and also
organization chartb in sub district net yot fixed. The other reality beside four dimensions is mentioned,
policy context also influence implementation, including, influence of religion figure, culture in society
where women is to giving and receive, and also lack of conseling media for fathers.
