It is undeniable that to build this nation, we must start from the lowest, namely the village. Village communities need facilities and infrastructure. Building village independence within the village framework. Building must start from a good village planning process, and be followed by good program governance. Effective (rural) development is not solely because of the opportunity but is the result of determining activity priority options, not the result of trial and error, but the result of good planning. Based on this brief description, it can be seen that the purpose of this research is to interview the people of Pargarutan Village, amounting to 52 people.Based on the results of the study, it can be concluded that there are positive perceptions from the community towards village development in Pargarutan Village, East Angkola District, South Tapanuli Regency, which refers to 3 aspects, namely transparency, participation and accountability. From the calculation of the product moment correlation test, the correlation value between the two variables is 0.684. If the correlation value is interpreted against the table of interpretation values, then it is included in the strong category. Then from the calculation of the interpretation value, it is included in the strong category. Then from the calculation of the value of the statistical f test that has been carried out by the author above, it can be seen that the influence of the independent variable X on the related variable Y is 46.8%.Thus, the people of Pargarutan Village have a positive perception of village development that has been carried out by the Pargarutan Village government. Keywords: Perception, Village Development
