PARTISIPASI MASYARAKAT DALAM PERENCANAAN PEMBANGUNAN DI KANTOR CAMAT KECAMATAN ARSE KABUPATEN TAPANULI SELATAN

Abstract

This research has aims to describe and analyze planning development process in Arse
District, Tapanuli Selatan Regency, society development participation in Arse District, Tapanuli
Selatan Regency. This research belongs to qualitative research aiming to describe in detail and
deeply about society participation in development planning in Arse District, Tapanuli Selatan
Regency. Data collecting technique used in this research was structured interview and
observation. Data analysis used interactive model analysis from Miles and Huberman consisting
of data reduction, data display and data verification and conclusion drawing. From the research
result, it can be concluded that Planning development process has not implemented well in Arse
District, Tapanuli Selatan Regency, some steps of development planning process in every village
had not been held, which were preparation step and discussion step, in district Musrenbang level,
some development planning steps also had not been held, especially in step which people were
involved to decide important program proposed to regency level. Society participation in
development planning in Arse District was still low. Therefore, it needs an accomplishment in
participative development planning, an optimization of problem identification and society need
assessment, and an improvement of understanding from village and district bureaucracy staffs and
society element about development planning
